Complex project management

ARTIME: an integrated approach to multi-stakeholder projects

Managing large-scale projects involving multiple stakeholders presents significant challenges. It requires a sound understanding of the operating environment, shared objectives, effective coordination, and the ability to adjust activities throughout the project lifecycle.

Designed and developed by Mounir Rochdi, the ARTIME Matrix provides a structured framework to address these challenges. ARTIME stands for Assess, Recommend, Train, Implement, Monitor and Evaluate. Together, these six complementary components form an approach that supports projects from the initial assessment through to the evaluation of results.

ARTIME in six stages

A clear overview of the process, from understanding the initial situation to evaluating results.

  1. AssessUnderstand the project environment
  2. RecommendDevelop informed recommendations
  3. TrainEquip people to perform their roles
  4. ImplementTurn recommendations into action
  5. MonitorTrack progress and make adjustments
  6. EvaluateAssess outcomes and learn

Assessment establishes the starting point; evaluation measures the outcomes.

The six components of ARTIME

Each component addresses a distinct need. Together, they support project delivery and collective learning.

  1. Assess

    Initial assessment

The first stage is to assess the project environment thoroughly. This involves identifying key stakeholders, understanding their objectives and concerns, and clarifying the project’s scope and requirements. A comprehensive assessment provides the foundation for informed decision-making.

  2. Recommend

    Tailored recommendations

Once the project’s complexities are understood, the next stage is to develop well-founded recommendations. These cover strategies, methodologies and resource allocation, tailored to the project’s specific needs. Drawing on the assessment findings helps ensure that recommendations remain aligned with the project’s objectives.

  3. Train

    Capacity building

A project’s success depends heavily on the capabilities of its team members and stakeholders. ARTIME therefore places particular emphasis on training and capacity building. This stage equips those involved with the skills, knowledge and tools they need to carry out their responsibilities effectively.

  4. Implement

    Coordinated execution

Implementation is where the project takes shape. It requires careful planning and coordination: translating recommendations into practical activities, mobilising and deploying resources, and meeting project deadlines and milestones. A structured approach supports efficiency and helps reduce potential risks.

  5. Monitor

    Continuous monitoring

Project management does not end when implementation begins. ARTIME incorporates ongoing monitoring to track progress, identify emerging issues and make timely adjustments. Continuous oversight helps keep the project on course and supports proactive problem-solving.

  6. Evaluate

    Results evaluation

The final stage involves a rigorous evaluation of project outcomes against predefined objectives and performance indicators. It allows stakeholders to assess achievements, identify areas for improvement and capture lessons for future projects. Evaluation thus helps refine project management practices and improve future performance.

More than a project management tool

ARTIME is a comprehensive approach to managing complex, large-scale projects involving multiple stakeholders. It promotes collaboration, transparency and efficiency by connecting the initial assessment, recommendations, capacity building, implementation, monitoring and evaluation.

By bringing these elements into a coherent framework, ARTIME helps organisations navigate complexity, coordinate their efforts, monitor delivery and strengthen their ability to achieve project objectives.
